Dr. Pacheco was born and raised in El Paso, TX. He received his BA and MA in clinical psychology from Seattle University and he went on to receive his Ph.D. in clinical psychology from Pennsylvania State University. Dr. Pacheco has 15 plus years of operational and administrative oversight experience within a private non-profit community healthcare setting overseeing primary care, and behavioral health programs. He has experience working with urban, rural, farm worker and homeless populations. Dr. Pacheco enjoys spending time with his family. In his spare time, he enjoys fishing, working out and playing guitar.

Asher Community Health Center is very pleased to announce Dr. Lyle Torguson as our Chief Medical Officer (CMO).
Educated at the University of Minnesota School of Medicine, Dr Torguson’s accomplished career encompasses a wide breadth of experience including medical practices in Minnesota and Oregon.
He is an experienced medical director and chief of staff, with several distinguished appointments and professional honors. Dr Torguson is semi-retired and currently resides south of Eugene in Lane County, Oregon. We hope you will join us in welcoming him to Asher Community Health Center as medical director and chief medical officer.
Teresa is ACHC's Chief Financial Officer. She has worked for Asher since 2001. She is also the Administrator of Northeast Wheeler County Health District. Previously she was the City Recorder/Manager for 13 years. Teresa was also the Accounting Manager for Public Health from 2001-2019, and she's been the Accounting Manager for Asher Home
Teresa is ACHC's Chief Financial Officer. She has worked for Asher since 2001. She is also the Administrator of Northeast Wheeler County Health District. Previously she was the City Recorder/Manager for 13 years. Teresa was also the Accounting Manager for Public Health from 2001-2019, and she's been the Accounting Manager for Asher Home Health Services from 2016-current. Teresa held the position of Tech II at a Wild Life Area for Oregon Department of Fish and Wildlife for five years. She is also a local rancher in Wheeler County.
Susan is the Chief Operations Officer for ACHC, and is also the head of Quality Assurance- Quality Improvement program. Susan is an active volunteer in Fossil as an EMT-Intermediate for Fossil Ambulance, and also volunteers for Fossil Fire Department, and Wheeler County Search & Rescue.
Brian Schaudt serves as the Physical Therapist at Asher.
He received his Doctorate in Physical Therapy from George Fox University and his Masters in Kinesiology from Southern Arkansas University.

Monique Moya became an Oregon board-certified Family Nurse Practitioner (FNP) in 2021 and is a graduate of United States University School of Nursing. She practiced as a registered nurse for just over five years before becoming an FNP, with the bulk of her experience in inpatient critical care for maternal health and NICU. Prior to becoming a nurse, Monique was a licensed midwife in Florida for over ten years, helping over 1000 babies make their way earth side. Monique’s passion is perinatal and women's health, as well as endocrinology focusing on diabetes.
She has a special love for pediatrics from newborn to teens as well as women’s health maternity through menopause and beyond.
When she is not in the clinic, Monique is with one of her 6 children (all boys!), her husband or her animals – a cat named Jingles, 2 English Mastiffs named Winston and Isabell and a boxer named Theo. She enjoys reading science fiction, snowshoeing and travelling.

I have been blessed to invest my time in Global and Rural Health and have been working in these areas for over 10 years. I have also had the opportunity to work with Veterans and Hospice/Palliative patients.
I believe in whole person wellness: body, mind, spirit and believe that informed decision, when in the hands of the patient is a powerful tool for health responsibility.
I have lived abroad and travel often, appreciating many cultures, people groups and geographical areas. I have lived in Australia, Iran, and India and of course the United States. I have been able to Medically serve in Ethiopia, Paraguay, and Bangladesh. I was a representative for Women in Global Health at the World Health Organization (WHO) events in
Geneva and Copenhagen.
My life’s motto is AHIMSA which means nonviolence and compassion for all living things.

· I started a Coffee Shop called Ahimsa Coffee that supports a rural community in Colorado.
· I helped start an Orphanage in Malawi and have given out many college scholarships to Young Malawian Adults.
· I love both the mountains and the beach, I am happiest when swimming.
· I have a large family – 7 living children of 8. They have all traveled around the world….
They took after me with a love of water and
are scuba certified.
· Finally, I believe that everyone has a unique gifting and calling and that ‘Nothing is impossible to those who believe’. We all have a responsibility to do our best, to encourage others to be their best and help when needed.

A 2020 transplant from West of the mountains, Annette and her husband, Brian, fell in love with everything Wheeler County has to offer on a small mouth bass fishing trip to Spray in 2013. Since moving here full-time, they have been enjoying fixing up their 29-acre homestead where they currently raise chickens and have a number of furry pet friends as well. In her free time, Annette enjoys home improvement projects, baking sourdough everything, fishing, hiking, gardening, photography, and writing.
Annette has enjoyed learning more about the community at large and finding ways to be more involved within it. A member of the Spray Pioneer Museum Committee and a free-lance writer for Wheeler County News, Annette has been able to utilize her talents and passion for area history and community communication.
Holding a BA in Communication Arts from George Fox University, Annette has over 20 years experience in a variety of industries including medical, engineering, telecommunications, radio, and small business ownership, with roles ranging from reception/scheduling to permitting to sales/marketing. Family is also very important to Annette, and she spent the first 12 ½ years as a work from home mom with her two children who are now ages 19 & 20.
As the Referrals Coordinator for the clinic, Annette is happy to be assisting Asher CHC in successfully navigating the referrals process for patients needing specialty services.
MA Maireng Edward is a very familiar and welcomed face at Asher, as she has been working with our clinic patients in our communities for several years. Patients have come to rely on her many skills!
Mai and her family live in Spray, and she is often seen working with Providers and patients at the outlying Asher Community Health Center clinics located in Spray and Mitchell.
Daniel Austin has been an LPN for 12 years and has worked as a psych nurse. He's been married for 20 years, and his wife Carissa works in the ACHC Dental clinic.
Daniel shares, "We have 2 children: our 18-year-old son, Alex, and our 9-year-old daughter, Tessa."
Daniel grew up in Massachusetts, and has lived in California the last 11 years

Deborah Woody is our Front Desk Receptionist. She and her family have lived in the Wheeler-Gilliam County area for around 27 years; she has deep roots here. She and her husband are involved in rangeland management, and she loves woodworking projects.
